Why does God allow bad things to happen to good people?

Matthew 5:45 says that God "causes his sun to rise on the evil and the good, and sends rain on the righteous and the unrighteous" (NIV). If only good happened to good people, humanity might try to be good out of selfishness and not out of surrender to God's will and love. But we do know that "all things God works for the good of those who love him," redeeming every pain and turning it to ministry and glory (Romans 8:28, NIV). We also believe that the laws of nature will indeed benefit the righteous and that God is for us and desires to make us prosper as we follow and seek Him.
